"By July 2024, trusts are expected to end the use of all off-framework agencies, and in the intervening period all off-framework use must be signed off at chief executive level or through a designated deputy. We ask ICBs to support trusts to deliver this requirement and put in place governance arrangements for assuring plans and monitoring delivery"
